Can you boot up in single-user mode? (By spesifying -s at the boot prompt) 
You might be able to fix the problem by doing that. I don't know what the impact 
of your problem is on single-user mode. 
If it works, mount your disks and run vipw.

We have a FreeBSD system insalled and some how user root got deleted, and we
can't get logged on to fix the problem.  If you have any suggestions they
would be appreciated, if you have any questions about what the problem is
