The 3.x branch will be RELENG_3.  The releases on the branch will be
RELENG_3_1_RELEASE, RELENG_3_2_RELEASE etc.

The question is though, what will newvers.sh call it. I'd like it to be 
3.1-BETA, then 3.1-RELEASE, then 3.1-STABLE, and when it's nearly 3.2 
time, we go from 3.1-STABLE to 3.2-BETA.  IMHO, we shouldn't use 3.1-STABLE 
both before and after 3.1-RELEASE.  The last I knew, jkh wasn't too keen 
on that though.

SNAP builds do not get affected by this. they are 3.1-YYMMDD-SNAP, and
that is sufficiently unambiguous.
