Hello,
FWIW One of the servers I'm running with the
stock FreeBSD re driver, is currently handling
pf tables totaling more than 72 million addresses.
This server never experiences re related lockups
or watchdog messages. It's on 12/AMD64, and has
the following sysctl tunables set:

kern.ipc.nmbclusters: 1017660
kern.ipc.nmbjumbop: 508829

Maybe they work for you too?
