That is correct, gnome-config is not required. It may be referenced, but it is a legacy (i.e. GNOME 1.4) component which most likely will not be installed on modern systems. If the code which references gnome-config is executed, that means the required pkg-config (i.e. .pc) file could not be found. If that pkg-config file is a hard requirement of a given piece of software, then that likely points to a missing or corrupt package dependency.
