"delete-old" should not have deleted any libraries.

I think you must have also done "delete-old-libs".
That often requires you to reinstall all your ports
as well.

/usr/sbin/pkg mostly just runs /usr/local/sbin/pkg

You need to reinstall the pkg port as well.
