1)	Create a file in the repository at the top level, "SERIAL"
2)	Modify CVS commit to "touch" it each time a file is
	changed, by opening it directly for write, and closing it
	(use a daemon to do it, if you are paranoid)
3)	Just use the date stamp on the file as the serial
