(Yes, swap can be on more than one disk) As for using a seperate controller, I think that is taking it a bit far. Unless you're already using the maximum amount of RAM for your motherboard/architecture, the money would be better spent on additional RAM. Ideally you shouldn't _be_ swapping very much.
