I don't have experience with pam. Is nis_yppasswdd_enable enabled in /etc/rc.conf? Is rpc.yppasswdd running? If it is a slave server maybe you need to rerun ypinit. Is an entry like +::::::::: in /etc/master.passwd? Maybe you need to run vipw.
