A part of autoconf253 (actually, autom4te) is a perl-script, so a
lot of ports have USE_PERL5=yes in their Makefile if they use
autoconf. It wasn't until later that somebody thought there should
be a difference between USE_PERL5_BUILD and _RUN, but a lot of the
damage was done already.

Further, a couple of ports use pod2man which is part of perl too.
