We want to move towards these varaibles having boolean meanings. USA_RESIDENT is a special case: you are forced to set it because it has legal implications - FreeBSD can prove that the sysadmin made a certain claim regarding the cypto code in the case of legal problem. Also, in the ports tree the values are 'yes' and 'no', not 'YES' and 'NO' (which are used in the base system).
