Since /stand can be nuked from orbit by folks having problems, I have no objections to moving sysinstall to /sbin. Or rather my diskspace argument is a little weak there. But in almost all cases, it doesn't matter if it is on / or /usr. The only time it does matter is if you are in single user mode and cannot for some reason mount /usr, which is very rare.
