I don't know why the T1 initialization code is #if 0'd out in NetBSD-current (dev/pci/iavc_pci.c) - perhaps the PRI support has simply not been tested on NetBSD? The code seems functional enough. I do know that PRI interfaces are quite expensive, and even we do not have one available for testing purposes.
