Essentially someone upgrades a port, makes a diff f= ile comparing it to what already exists. Then uploads it here in a bugreport. In this case it was the maintainer Michiel. It usually is the maintainer, b= ut anyone can contribute. If it's not the maintainer who updates they can sign= al approval here with the "maintainer-approval" flag Then a port committer reviews and submits to the tree. Can take a bit.
