I'm not perfectly clear on what you intend to question, but if you want to know how to tetermine options for a certain port, "make config" is used to set them. Various port management software is also able to store predefined options for port compilation in a central control file. In order to find out more about ports, read "man ports" as it explains everything very well. There are also flags that are defined in /etc/make.conf, like CFLAGS. Some ports allow setting OPTIMIZED_CFLAGS, e. g. mplayer.
