devel_p4web.patch

Currently, devel/p4web is marked as broken due to inability to fetch distfiles.
I have contacted support@perforce.com and their response was that they
open-sourced it and it officially now lives in what they call the "Workshop"
where both source and [original] binaries are both available.

The source for p4web can now be found here:
https://swarm.workshop.perforce.com/files/guest/perforce_software/p4web/src/

Binaries that this port once installed (prior to Apr 7, 2015) still available
here:
https://swarm.workshop.perforce.com/files/guest/perforce_software/p4web/bin/r12.1

I've attached to this PR a patch that resurrects devel/p4web

NB: Since it is now open-source if anyone wants to take on the task of
converting the port to compile from scratch, that would probably be great.

While here, I've noticed that the Makefile doesn't ever reference the 6.0
version of binaries from perforce, so we should probably retire the distinfo
for said old version(s).
