I believe MAKEDEV is treating "sh MAKEDEV tty00" as "sh MAKEDEV tty" and is re-making the base tty devices. Use "/dev/ttyd0". You probably need to turn on clocal on the "initial open state" device for the mouse; put > stty clocal < /dev/ttyid0 in your /etc/rc.serial.
