nsd-devel 4.9.0

I made a port to install the not-yet-released NSD 4.9.0

But after many trial and error and edits, it turned out to be almost identi=
cal
to the current dns/nsd port.

After getting poudriere, portlint and portclippy all satisfied this SHAR
(attached) is what I ended up with.

I'm not sure how much demand / how usefull having a dns/nsd-devel port is /=
 for
how long it's desired.
But I do think the current maintainer would be the appropiate portmaintaine=
r.
Although, I could imagine Jaap doesn't want to maintain two ports.
