net-im/py-matrix-synapse: Update to 1.37.1

This updates the net-im/py-matrix-synapse package to 1.37.1, which includes
performance fixes for busy rooms, such as the matrix HQ room which recently=
 saw
a spam attack triggering high load on participating servers.

Other than that, the 1.37.0 release has removed ACME protocol support, which
was never included in our package to begin with, so no extra steps should be
necessary when upgrading. I've also synced the py-attrs dependency with
upstream requirements.

The resulting package has been running in production for the past day and
appears to work fine. :D
