Actually, userland ppp has an option to connect over a network, this
combined with ssh could provide some sort of tunnel.

It's harder when dealing with a Win95 Client, you might want to look at
/usr/ports/security/skip, which also can do FreeBSD->FreeBSD (and solaris
and win95..)
