The numeric names like "handbook43.html" may change, but many pages have
a link with a more descriptive name.

$ cd /usr/doc/handbook
$ make FORMATS=html

The file "handbook.ln" will then contain a list of the symbolic links
that will be created. If there is a descriptive name, you might be
better off using that.
