Sorry, I was unclear - I was meaning only adding RED to the lower-priority classes; in other words, just drop some of those, instead of dropping the higher-priority ones. That way, a higher proportion (but not a fixed proportion) of the bandwidth is devoted to the higher-priority ones, _if_ there's a congestion problem.
