Mainly, you're not supposed to include OPTIONSFILE directly in your port makefile. At least I never seen it in existing port. The documented usage of OPTIONS is to let .include <bsd.port.pre.mk> handle it automatically. On the other hand, usage of USE_PHP is disallowed below inclusion of bsd.port.pre.mk.
