No, adding ftp.* does already include this.  The output should go to
/var/log/ftp.log.

It doesn't actually claim this:

``     -l      Each successful and failed ftp(1) session is logged using syslog
             with a facility of LOG_FTP.''

But i agree, it requires a somewhat seasoned system administrator to
notice that several of the LOG_FTP messages might not be logged by
default.  That's why i think there should be a default entry for
ftp.*.
