What the port says is you have to install a version of Perl from the Ports collection, and then type 'use.perl port'. You can use either the lang/perl5 or the lang/perl5.8 port; at some time, Phoenix used to require Perl 5.8, I don't know if it can use the 5.6 version in lang/perl5 now.
