Hide them somewhere under src/tools/ please. src/tools feels somewhat wrong for something which is included from Makefile.inc1 via ObsoleteFiles.inc. I agree that a different place than src/ would be nice, but shouldn't it be placed somewhere more suitable? Perhaps src/mkinc or something like this? Makefile.inc1 could then be moved there too.
