There was a discussion in the Apache group about whether to release this to the public or not since there was a definate feeling that it was not ready for use. This is a developer's release, it's never been tested or necessarily even compiled/run on all platforms. It was released *solely* to allow Windows developers to pick up an early taste of the NT Apache *sources* and hopefully join in with the development. The announcement made this very clear. It's akin to FreeBSD's snapshot only probably more so, it's not considered by the Apache group to be a public release but merely early access to development sources.
