Subject:   RCS: Allowing more users to make changes

I want to allow other users to make changes to a directory of files using
RCS. I tried adding the users with the following command:
"rcs -auser1,user2.." When i tried to check out and lock the file with
'co -l <path>' i got a permission denied error message. The file owner is
root, but i want other users to be able to make changes to it. All help is
appreciated. Thanks.
