First, 2.1 is ancient history. You maybe able to get it to boot by using 1:wd(2,a)/kernel at the Boot: prompt, but I suspect this only works with 2.1.5 and later. Your best option would be to have the root partition which can be fairly small - 30MB is more than enough for most people) on the *first* hard disk.
