This gets the console working, but does nothing to help with the
wiring of units to the underlying hardware.  There were changes to
make this happen, but they have been rejected by one person so we're
trying to work out something better.  The switch from sio, which
kludged around the problem, to uart, which doesn't, has brought this
problem more to the fore-front.
