I finally got a response to my problem on comp.unix.bsd.freebsd.misc after I entered this PR. Apparently even though the pkg_add manpage and the Handbook specifically say to go to ftp://ftp.freebsd.org/pub/FreeBSD/ports/packages to get packages, it looks like there are specific distribution areas for package releases and the URL above should be for -curren and -stable.
