Do you mean Empire Wolfpack? (ports/games/wolfpack)?

If so, you install the port, and then setup your 'world'.

Look in /usr/local/wolfpack/data/econfig for knobs to tweak for playing
the game.

To generate a world you use /usr/local/wolfpack/bin/files, and fairland.

The README gives some basic values.

Start the server
./bin/emp_server

Then run 
./bin/emp_client POGO peter <newcap_script

This will create the countries. 

People can now connect - the default name and password will be 1/1 2/2
etc. until people login and change them.

You'll probably want to download a decent client - visit the web site :)
