Where does POP3 come into this? You can't send mail over a POP3 connection, you can only retrieve it; you use SMTP to *send* mail. This is most likely a problem with the way the mail is being retrieved, not the way it is sent. This is really a question for your SMTP and POP3 server vendors. No one here will be able to answer your question unless you put the full body of the .forward file, a message that got through, and the message that got through to only the second mailbox, up on a WWW site somewhere and post the URL.
