Update to the most recent version

BIRD version 2.0.12 was released a few weeks ago. It's a bugfix release with
some enhancements regarding OSes from the BSD family, ie. we can get rid of
some locally held patches.
Another motivation to update the port is the fact that netlik(4) landed in
stable/13 recently and will be available in the upcoming 13.2-RELEASE.

Both flavours were tested with poudriere testport on the most recent stable=
/13.
