I think you can first mount it -rw and then degrade it to -ro.

And what about the following: to have a small MFS in kernel, which
includes its own /etc/rc (which can ask you for parameters, or run with
its own defaults), which in turn, after mounting the partition where the
real /etc lies, removes itself (including mfs:/etc), and symlinks the real
etc in place.
