There is this annoying trend in modem development: 'Do as little in hardware as you can get away with, and the rest in software'. Hence there are some USB modems that are not umodem compatible, because the manufacturer decided to use a custom protocol to the modem in order to keeps parts count/hardware cost down. And it catches on because with modem protocols changing every few months the bulk of the users does not want to invest much money into a modem.
