I had a problem like this today on one box, and I fixed it doing it:

Insert these two lines on /usr/local/etc/pkgtools.conf

  ENV['PKG_DBDRIVER'] ||= 'dbm_hash'
  ENV['PORTS_DBDRIVER'] ||= 'dbm_hash'

Rebuild your pkgdb.db using `pkgdb -fu`

Rebuild your INDEX.db using `portsdb -u`

After I did it all worked fine!
