After quite a few false starts, I've narrowed the problem down to one
or both of the following configuration options:
WITHOUT_MAILNEWS=yes
WITHOUT_CHATZILLA=yes

OO.org now builds happily.  Thanks to Luis José Da Silva González for
his input.
