For bcc it's because some people want to compile the boot blocks with it.
It would then be a fundamental part of the system.  I don't want that.
However, depending on a DOS compiler to compile the DOS boot blocks is
worse.  The DOS boot blocks aren't a fundamental part of the system but
they would make many installation problems easier to handle.
