Yep.  Or at least it shares the same idea.  The options are different,
for instance there is no strip option.  I've been adding vis (my own 
version) to every system I use for 14 years.  I recently discovered 
it in FBSD when I tried it on a new box I hadn't added my own version
to and -s didn't strip control characters.
