If I follow along correctly (eg. on the freebsd-arm mailing list),

binutils was updated to v2.28 in base, with a different exit code for
an error condition that was silently failing before, but now totally
breaks the build tree for aarch64.

So, the maintainers have to fix the build tree problems.
