Intel sent the letter to the AZ an UT PCC/PUC's; among other things, it suggests people attend the rate hearings, and that all US West states get together for one big consensus. Which, if it happens, means that there will be little monetary incentive to actually upgrade the central office equipment to support ISDN. 8-(.
