As it actually isn't a base port for the other apache13 servers. Instead it is more of a Apache install tool similar to cvsup-mirror (it doesn't install itself as a port). It's only use was to let you select the apache server and modules you wish to install, and then used the Ports Dependencies to build & install the apache server and modules.
