Did you use ATAPI.FLP (or atapiflp.bat) to make the boot floppy? 

The default BOOT.FLP does not contain the ATAPI drivers.

After you get up, check out LINT; it has the proper settings for 
recompiling the kernel to support ATAPI.

Don't forget to install the src/sys distribution!
