If you have lang/abc version 1.0, version 1.2, version 1.3 and then suddenly version 2.0 comes up, you repocopy lang/abc to lang/abc1 and continue with version 2.0 in lang/abc. That's when you need it in MOVED, after all the name of the directory of the latest version of 1.x is there. If you already have lang/abc10, lang/abc12 and lang/abc13, and then suddenly version 2.0 comes up, you need to repocopy and but don't need to put something in MOVED.
