This fixes a regression introduced last year when PyQt was updated to 4.10.3: configure.py started building pylupdate and pyrcc unconditionally instead of only if "QtXml" was specified. If the API option is off, the build would fail because the QtXml headers needed to build those tools would not be added as a dependency.
