I've followed the instructions at apache.org. Have included the Options Includes AddType and AddHandler. The only way I can get people to have ssi enabled is if they have Options Includes in their personal .htaccess file. I prefer to have it done individualy as opposed to globaly. It's just that now that I know it does not work globaly for some reason, it also means I don't know why it's working on an individual basis...
