At the top of every portsmon page is:
NOTE: as of 20140601, GNATS has been deprecated. Until portsmon can catch up,
expect the PR data to be stale.

I (and likely others) thought this was temporary, 2-4 weeks at the most.  As
this condition is rounding 5 months now, I think it's time to remove all listed
PRs (which are horribly out of date) because they are now providing negative
value.

The notice can be removed too.

It would be ideal if portsmon was simply fixed, but since so much time has
passed that is clearly not easy.
