Sounds like change for change sake.  What is wrong with "isc-dhcp3" which
we've used for quite a while now?

Once version 3 is released (maybe after a patchlevel or two), I would
advocate a repocopy to `isc-dhcp' and a package name change to just
"isc-dhcp"; and either cvs rm `isc-dhcp2', or change the package name to
"isc-dhcp2".
