	tcp wrappers doesn't log at all in 2.1.6R but works fine in -current.

	tcp wrapper defaults to log to AUTH in the Makefile with the line
	LOG_AUTH, this doesn't log at all under 2.1.6R but under -current
	works fine.  In -current, I had it LOG_LOCAL0 and did the same in
	2.1.6R and the one in -current worked fine to log to /var/log/tcpd.log
	while it doesn't work in 2.1.6R.  I do have both /etc/inetd.conf and
	/var/log/syslog.conf setup correctly.
