You can always find the latest source on the cvsweb.cgi at FreeBSD.org. For /usr/src/UPDATING look at http://www.freebsd.org/cgi/cvsweb.cgi/src/UPDATING. You are interested in the RELENG_4 version. Just remember that the KERNCONF changes haven't been added to UPDATING yet.
